Both Premiere Elements 2021 and Photoshop 2021 won't start

Installed on laptop with Windows 10.  Used before about a month ago with no issues on Elements (and more recently on Photoshop).  Now click the desk top icon and it only spins.  Tried reinstall from download version and says have to close out the one currently open -- which it is not (doesn't show up on Task Manager).  Tried some of the suggesetions of control alt shift with no luck.  Cleaned with ccleaner and disk clean up, shut down and restarted computer.

Can you open it directy from the exe file in Program Files?
