How can I edit individual frames of a video?

Removing an artifact from a deteriorating film that was digitized.

What kind of artifact: please post screenshot.

Are you talking one frame or multiple frames one after another?

Is the image static or is the camera moving around?

Aas far as I can tell this cannot be done. The extracted frame does not replace the one you want to change but is reinserted into the video as a 5 second clip. What good is rhat?

The bad frame you export as a still image. Elements calls it a freeze frame.

You can set a still image to 1 frame in the Preferences or trim back in the timeline.

I have done that in Preferences but it does not matter, the edited frame
comes back into the video 30 times (at 30 fps) and that takes too long to
fix.
