Cannot import HEVC videos

Using Premiere Elements 2022, it gives me the error.

I have: 

- Bought and installed HEVC extension

- Deleted cache files

- Closed Elements and the Organizer

- Changed security settings for my file
- Restarted PC

At this point I am thinking it's a bug. Thank you for reading!

Of greater issue than the codec is the fact that your video is 2560x1440 at 23 fps, a non-standard video size that will not edit easily in Premiere Elements.
