Cannot Validate Adobe Premier Elements12

I cannot open Adobe Premier Elements 12 because it will not "connect to the internet to validate my serial number."  I purchased this program years ago and have had no issues with opening it until a few months ago.  I have tried many different ways to fix the issue, including the following instructions posted on Adobe:

I still am unable to use this program.  What else do I need to try to fix this issue?

You don't say what operating system you're using or if this is a new or oler installation of the program -- but try right-clicking on the program's icon and selecting Run as Administrator.
