Before editing videos I need to capture them from VHS and miniDV format.
Is it easy to do it from Adobe Premiere Elements?
What analog to digital converter device do you recommend to convert VHS to mp4?
In the case of miniDV I have a Canon MV850i camera, will I be able to do it without a firewire card? The camera has (besides the DV) a miniUSB output as well as an AV (different from Sony).

Elements is unable to capture mini DV over FireWire.

Install a firewire card.

Use your Canon as a converter.

Connect your VHS player via scart and your AV cable to the camera.

Connect the camera with firewire to the computer.

You can use this old program, it still works.

Now you can capture to DV avi instead of mp4 which is not a very good choice to edit old footage - too compressed).

Once all your footage is captured, you can import the files into Elements and edit away.
