choppy bluray output

every time I try and burn a blu ray from Premiere Elements 11, the playback from the finished product in my bluray player is drastically choppy. 

Ive spent hours and hours trying different things and trying to find videos and pages/forums that will help but constantly let down.

The video file is in 4K and works fine when rendered down to low res files... but this is not what i want for my customer.

any ideas?

    It likely has nothing to do with write speed. It's more likely an interlacing issue.

    I've seen it when using Premiere Elements sometimes, and it's why I now use a third-party program (DVD Architect) to output my discs.

    Can you burn blurays off of "DVD architect?

    Choppy or fluttery?

    Is it more like start/stop/start or more like a constant flutter?

    What happens if you play the disc on your computer using a program like VLC Media Player?

    same thing..... im getting super frustrated.

    I don't know what that means.

    I'm trying to determine if you've got a glitchy playback or if there's a screen interlacing issue -- or if you've got a disc player that doesn't like home burned discs. Saying that you're getting frustrated doesn't help me troubleshoot that.

    Are you saying the entire movie looks consistently fluttery or are you seeing irregular fits and starts?
