Steve Grisetti has has great books sold through amazon and some fantastic videos on youtube.com for Premiere Elements.

In addition to the books and various random, specific subject YouTube videos , Steve Grisetti also has an efficient 8 part course on YouTube.  He also hosts a much more thorough and well organized course at Linkedin Learning (a.k.a. Lynda.com).   Linkedin is a subscription system.  The first month can be free.  Many, maybe most, public librarys offer no cost access.    If you do sign up to pay, cancel quickly.  The subscription will run the first full month you've paid for, but you won't be charged for the next months.  

If you want to learn video editing, I strongly urge you to take the Linkedin Learning course.   This link should get you there:
