I can make a one minute timeline with a few 4K clips but there is now way to export it!
A few seconds after pressing the export button the program freezes.
My laptop is brandnew with windows 11 and an intel i7 processor with 16GB memory.
I re-installed the program twice and even made a new Windows 11 installation but the
problem stays the same. Anyone working without problems?

First, go to the nVidia, AMD or Intel site and ensure you have the latest driver for your graphics card. Don't trust Windows to provide it. You might be surprised how often this fixes things.
The problem may also be related to your video. Open the video you are editing in the free download MediaInfo. In MediaInfo, set View to Text and then copy this complete report and paste it to this forum. This will give us the complete specs of your source video.
Premiere Elements can edit 3840x2160 30p video but can struggle with other frame rates or codecs.

The point is that I'm always shooting 24p for 'normal' video and 120p to make 5 times slowmotion possible.
That are my main settings for editing without getting double frames in the slow motion parts.
In the Elemensts Premiere 2023 settings, it's also strange that you can't choose the framerate for a new project.
Standard they put you on a 30 fps framerate. The only way to get 24 fps in the settings is to put a 24fps clip
as a number one on the timeline. Than there appears a message to choose between 24 or stay at 30 fps.
