Do my son's computer specs meet the requirements for installing and running the disc version of Adobe Photoshop Elements 2018 & Premiere Elements 2018 Student Edition?:

It might work OK for Photoshop Elements and it might not for Premier Elements.  The CPU looks slow based on this chart:  PassMark CPU Benchmarks - High Mid Range CPUs   The rating there is about half of what works well. 

It will depend a lot on what he wants to do and what is source material is. 

The safe thing to do is to take advantage of the free trials and see for your self before you buy.
