Does Premiere Elements 2021 require dvd burner

Hello,

I am considering Premiere Elements. I am wondering about this system requirement:

"Compatible DVD burner required to burn DVDs"

Is this necessary for installation and use, or does it only apply if the videos are to be burned?

If you are not burning DVD you don't need a DVD drive.

Software these days are nearly all available as downloads.

No idea if 2021 is still obtainable on disk?

Not from Adobe, so I bought from Amazon to have discs in a box
