If taking advantage of your graphics card's power is vital for you, then Premiere Elements is probably not your best choice regardless. Premiere Elements uses your GPU for some timeline and preview functions. The program is much more CPU intensive and depends very little on a powerful graphics card.
You'd be best to look into a pro program like Premiere Pro CC.

I have an NVIDIA EVGA 1080 Ti SC2
If it doesn't work with elements thats okay, I'll try different software
