file/codec error

I have created a video using Premiere Elements 14 with photos, video, and music.  File types are jpeg, aac, mp3, and mp4.  Everything seemed to be fine until I added the mp4 video clip and credits at the end of the video.  Now I am getting the famous "this type of file is not supported or the required codec is not installed".  I am using Windows 10, version 21H2.  I'm just not sure where to go from here since these file types are listed as supported and I don't have a clue as how to deal with the codec thing.

    Is that 3gp video from a cell phone?

    256x480 is a VERY odd size that may not edit in PrElements

     

     

    Your video uses a Variable Frame Rate See https://community.adobe.com/t5/Premiere-Pro/Variable-frame-rate-video-with-Premiere-Pro/td-p/4601935
    Use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

    Yes, it is from a cell phone.  If I delete this clip from the project will that fix things?

    Should fix the problem... Delete the video and report back with the results

     

    Or convert it with handbrake

    Report back with the codec details of your file, use the program below
    Free program to get file information for PC/Mac http://mediaarea.net/en/MediaInfo/Download
    - when you analyze your file in MediaInfo and post a screen shot in the forum, do so in TREE view
    - post your information IN your message, not as an attachment that someone would have to download
