FYI, if you have a GPU that is not currently supported in Premiere Elements 2021, you can sign up to be part of the beta testing to try to have your GPU added.
Three caveats: 1> you have to have an activated version of Premiere Elements 2021, it does not work with the trial version. 2> you may have to wait a week or more to get a reply back from the beta test application. 3> if you are accepted and sent the utility to add your GPU, you may need to run the utility more than once to get your GPU added into PRE-2021. First time I added my GPU, it went on the first run of the utility. I had to uninstall Premiere Elements afterwards for beta testing purposes, and when I ran the utility again to add my card, it did not go at first run, but a second run of the utility added the card into PRE-2021 and I was able to finish my beta testing.
I have an Nvidia GTX 1660 Ti and Premiere Elements 2021. I was recently accepted into beta testing, and can say that without a doubt, GPU acceleration works for my card now. A test export I completed without the GPU enabled took 22 minutes on my i9-9900K CPU with the Intel Graphics enabled. With the 1660 Ti enabled (thanks to the beta program), it only took 16 minutes to complete the same export project!!!
My test video was only 6 minutes long - but exported at maximum quality 4K 60FPS clip at 100Mbps bit rate - with a transition, and a couple of effects. Just imagine the potential export time savings for a 20+ minute vacation video collage with lots of transitions, titles, effects & edits....
Actually, I would add another caveat, if you have a high end video card (quite often overclocked by the manufacturer), I would run it at AMD's or nVidia's stock speed for that card for the purpose of initial beta testing to eleminate a potential source of problems/errors.

NOTE: The link to the beta testing request can be found on this page about 2/3 of the way down just past the "unsupported graphics cards" section https://helpx.adobe.com/premiere-elements/using/gpu-acceleration.html in case the link does not work or is removed, the top result from a Google search for Premiere Elements GPU beta test will bring up the same page.

Thank you for that note... I was also sent the utility program and it did not add my GTX760... until I just went back and ran the utility 3 times in a row, and NOW my card is showing as using hardware acceleration... I will do some testing to see if I notice a difference

I also have the Nvidia GTX 1660 Ti. I also signed up for the Beta program. But, I've heard nothing and can't seem to make contact. The truth is that my videos are kept short for viewability so I really don't need GPU acceleration. I'll sign up again and see what happens.

Your reply might have been buried in your junk folder. It was about 8 or 10 days before I got a reply, and at first glance it appeared to be just more junk in my junk folder. There was nothing about it that indicated Adobe to me, but the subject line caught my eye with "beta tester program" as part of the subject.
The way I look at it, any help in getting better cards on the list is a good thing! I don't get paid for my editing work, so I cannot justify the monthly expense of Premiere Pro even if some of my video's end up being pretty long. I did a vacation video of my first cruise ship experience, that finished video is about 38 minutes long! I've done about a dozen or so others that ended up in the 10 - 20 minute range.
I'm currently working on a video collage for my best friends parents as an aniversary gift, that may end up being the longest runtime yet. Dozens of photos & hours of video clips I hope to chop down to about 30 minutes, but there's so much good stuff, it may end up being closer to an hour.
So the added acceleration is a very nice plus!!!
