grant access to YouTube

I'm on Windows 10, and I can't figure out how to grant Premiere Elements access to my YouTube account.

It has been awhile since I set it up.  A dialog should show up when you try your first export direct to YouTube.  You can also check in Edit > Preferences for Web Sharing.

My practice is to export a video to my computer, review it for mistakes and then upload to YouTube using YouTube's uploader.  There are fewer protocol errors and, overall, I save time.

I agree with Bill.  Create - check - upload is trouble-free.
