HEVC x265 not WORKING in Adobe Premiere Elements 2013

I use PE13, purchased 2015, for family movies/videos; prior to that, Nero5. My current project is for a recent Antarctic Cruise and I am over half way through. After the first "major" edit I have used about 90 original clips all taken with my Samsung A23 phone. Most are .mp4 files with a few Stills (jpg, pdf, png) and some Audio - Soundtrack & Narration (wav, mp3). The current length of the timeline is 36 minutes - final length to be less than 1 hour.
Everything was perfect until a few days ago when I added a mp4 clip (20240201_134459.mp4) and only the audio was added. When viewed in VLC, Media Player and Clipchamp all is OK. This clip is the third of 4  taken on 01 February; the first two are getting across OK - all clips hereafter also fail.
I am fully aware of the  "HEVC x265 now WORKING in Adobe Premiere Elements 2020" and have d/l and installed the Windows HEVC Video Extensions but this has not made any difference. It took me some time to find the Extension files - they show in attachment 2 .

Thanks Bill. I have d/l and tried the HandBrake and it works fine but it will only do one file at a time. My phone is an Andriod but your comment did get me to look at camera settings. I do have HEVC switched on but I may have done this while on the cruise without realising the consequences.
It was PE13 that told me to get the new codec (HEVC Video Extensions) from the Microsoft Store (see Screenshot 2024-03-08 141013.png) so I assumed this would work.
Adobe Help (PE) did tell me to d/l Cinegy Dan

Looks like I can't edit my post but will try again later.
I have just opened a problem mp4 in Clipchamp and then exported it as a new mp4. I then opened it in PE13 and it works.

It is one hell of a work around so I really do whant to know how to make Windows HEVC Video Extensions work!!! PLEASE 😉

Google says that HEVC (also called H.265) wasn't included in iPhones until 2017.   I'm not sure exactly which Premiere Elements version could use HEVC but I think it was about 4 or 5 years ago.  In other words, your version 13 isn't going to work.  VLC and ClipChamp are newer so HEVC/H.265 will work. 

 

The easiest way to solve your issue is the use the (free) Handbrake program to convert your files.   Long term, get newer software or set your phone or camera to record in "Most Compatable" H.264.

Adobe Help (PE) did tell me to d/l Cinegy Daniel2, H.264 & HEVC Video Codec Plugin Pack as another "fix" (price not stated) but not prepared to spend more at this stage.
I would have thought that if I could have somehow change the default app for mp4 and mp4a from "Media Player" to "HEVC Video Extensions" which is listed in my Windows 11 Settings -> Apps -> Installed apps in the Apps -> Default apps side of things it MAY work. BUT I do not seem to be able to to do so. More options -> Choose an app on your PC does allow me to get to the "HEVC files" (see attached) but there is no ".exe" equivalent.
Thanks for your help thus far, I will hang in and see if any other "guru" can come up with a solution.

Elements 13 will never accept your HEVC/H.265 files. Not Even with the MS codec. End of Story!

You will have to convert your files to H.264.

Either use HandBrake: Open Source Video Transcoder or Shutter Encoder encoding|converting video FREE PC|Mac 

Handbrake can batch convert.
