How can I remove scratches and dust from video?

I recently had my 8mm film transferred to dvds.  Now, I want to edit them and clean them up.  Am I looking for the impossible?

I would like to:

1. Adjust exposure
2. Enhance/restore color
3. Remove dust and scratches (they were on the original 8mm film)
4. Crop various frames

Is this possible?  If not, does Adobe have a product that will do this?
