How do I turn on clip snapping?

I am new to Premiere and am having issues with the clip snapping (I hope that's what it is called) feature of Premiere Elements 15. It worked when I started making my video, but now, there is no clip snapping at all. How do I turn this feature back on? Thank you ahead of time.

Align clips by using the Snap option

Choose Timeline > Snap. A check mark indicates that the option is enabled

To find the place that Peru Bob was talking about, I right-clicked on an empty spot on the timeline (e.g., on a mostly empty track). That gave me the option to turn on Snap.
