I am making a video where I use the templates provided by Adobe, however, I can't seem to change the background to an image I want. I been searching on the Internet everywhere, but can't find the answer to my question.

By template, I mean the motion titles provided. I want to use the geometric one, but I just want to change the background.

Put the motion title in a track above what you want for the background.  When you click in the preview window or "monitor" a drop down shows up.  Try "freeze frame".  If you want to just see the video below, you can simply adjust the opacity.

Steve Grisetti has a very good YouTube tutorial that should help you see all the options. Motion Titles in Premiere Elements 14 - YouTube

Or are you talking about a Movie Menu template?

It depends on what background you're trying to change. Which kind of "template" are you talking about?

Does this help?  Motion Titles

If not, can you describe more about what you are doing?
