How do I crop a video in Premiere Elements 13?  I see 'pan and zoom.'   And, it retains the aspect ratio automatically, but I don't always need the 'pan' or the 'zoom' -- just want a tight shot on an actresses' sunglasses, which reflect something she is shocked to see.  When I go to help and ask about cropping, it sends me to Photoshop.  Still learning here.

Seems that it is impossible to crop video frame in 13, all guidelines in Adobe pages or any other lead to versions 12 or older, crop is not anymore in same place. Little odd, very simple and needed tool. FreeSpeechZOne have asked this long time ago and no answer??

Click on the preview window.  A white outline box with corners shows up.  Drag the corners out.

Good luck!

‌I'm having the same problem. Can't crop. The above tips don't work. Cropping and white line stretching only crops for the moment where the time bar is. So you get rapid zooming, bouncing around. I want to crop from snip to snip.

Has anyone figured it out yet?

Joshm gave the correct answer. If you click on fx and type 'crop' in the search bar (top right hand corner) you will find the crop effect. Otherwise click on the arrows in the title bar till you get to transform. You will see the crop effect and you can drag it into your project.

To crop a video in Premiere, you can follow:

1. Launch Adobe Premiere and go to "File" > "New Project" or "Open Project" to start a project. Afterwards, click on the video and drag it from the "project" tab to the timeline on the right section;

2. Continue to the lower-left part of the screen and click the "Effect" tab on the top menu list. Find the subfolder named "Video Effects". Hereafter, under the "Transform" folder, press the "Crop" tool and drag it to your video clip that is located on the timeline;

3. Just as the "Effect Control" interface show, you have right to adjust the "Left", "Top", "Right" and "Bottom" value to crop each side of the required video clip. Note that the percentage indicates the cropping level you have done for your video. While the appropriate value is set, the video will be automatically cropped.

For beginners, the operations of cropping a video in Premiere is complex. So, share its easy alternative called Joyoshare Media Cutter to crop a video without much effort.

Thank you for your response. However, please note that you are responding to a 6 year old thread about a very old version of the program. Pretty much none of the people involved in this conversation have been on this forum in years.
