Short answer no.

Consider using a source other than Spotify.  My favorite source for good quality, copywrite free (legal) and free (no) cost video music is the YouTube Studio Audio Library.  The quality is good and it is easy to download tracks for use in Premiere Element projects.

You may have to have a YouTube account.  I have a small one with a half dozen short videos that get a few views.   With that account I can sign in to "YouTube Studio" and get to the free audio library.  Here is a link to their instructions.  https://support.google.com/youtube/answer/3376882?hl=en

While it is not possible to directly download music from Spotify to your local drive, there are third-party tools available that can help you achieve this. NoteBurner  and AudiCable  are two popular options that can assist you in downloading music from Spotify and converting it into a compatible format for your Premier 2022 video.

That will not resolve copywrite issues if one is going to use the music in online venues.
