Consider using a source other than Spotify. My favorite source for good quality, copywrite free (legal) and free (no) cost video music is the YouTube Studio Audio Library. The quality is good and it is easy to download tracks for use in Premiere Element projects.

You may have to have a YouTube account. I have a small one with a half dozen short videos that get a few views. With that account I can sign in to "YouTube Studio" and get to the free audio library. Here is a link to their instructions. https://support.google.com/youtube/answer/3376882?hl=en
