ISO does not create mds file

PRE Elements 2020 does not create an MDS file when the size selected is 8.6 GB.  ImgBurn will not burn the file to DVD-R DL disc without the MDS file.  Is there a workaround or fix to PRE Elemets 2020 that will create an MDS file when an ISO of 8.6 GB is specified?

8.6 GB won't fit on a DL DVD.

Although it says 8.5 gig on the disk your file should not exceed 7.9 gig.
