Making a Menu with scene markers to be used for computer showing and NOT DVD

I have edited a year's worth of family videos and put scene markers along the way. I want to be able to jump right to a certain point in the year based on menu buttons. I know how to do this for DVDs but I don't want to create a DVD. I want to be able to do this on my computer. How can I create and share my family video this way?

There is no way to do this other than by outputting a DVD in Premiere Elements.
