Need to stretch some sections of a .wmv finished video

I have a .WMV finished file from someone created by who knows what. There a number of text screens that that start small and zoom in to enlarge text but the timeframe used is too fast to read easily. Is there a technique to slow down that zoom so longer time to read?

Couldn't you make cuts in the clip and then apply Time Stretch to the individual cuts?
