PE 12 imports mpeg with green frames..

Please help.    I am converting VHS to digital.   I have been using Diamond VC500 digitizer with PowerDirector 12.   The output is a standard mpg file.  Here are the properties that show up when I view in PE12: mpeg movie, 720x480, 29.97 frame rate.  I have Windows 10 on a powerful pc, all drivers up to date, etc.

When I view this mpeg file with anything other than within PE12 it looks fine but once I import into PE12 it has green frames all throughout the video and it exports that way too.   I have tried just about every project setting all with same results.    PowerDirector's DVD burner isn't working right so I want to use PE12 to burn a dvd and make some other edits but now I am at a loss.

Please help!

    Hey Steve -  Just wanted to update this in case you see this issue again, the problem was with the Hardware Acceleration option in PowerDirector.  I had to turn off Hardware Encoding in the settings.

    Are you saying a setting in PowerDirector was messing up Premiere Elements? Strange.

    But I'm glad you found a solution in any event!

    I have no idea what is going on at your end, rvr. There is no indication in any thing you've told me about your media or your system that should cause a problem.

    Hey Steve -  Just wanted to update this in case you see this issue again, the problem was with the Hardware Acceleration option in PowerDirector.  I had to turn off Hardware Encoding in the settings.

    Have you ensured you have the latest driver for your graphics card from the nVidia, AMD or Intel site (rather than trusting Windows to provide it)?

    I had updated drivers via windows but just did it via the AMD website and no change.  I have the AMD R9 270.  And no response from Diamond Support yet....although it was the weekend.

    There doesn't seem to be anything non-standard about your video.

    When you added your first clip to your Premiere Elements timeline, did you see a yellow orange "render" line above the clip, along the top of the timeline? A render line indicates that, for some reason, the program did not match its project settings to your video specs.

    Thanks Steve.  When I add a clip to my timeline there is NOT a yellow render line above it.  If it helps, it appears that out of every 3 frames, 2 are green and 1 is normal.

    Thank you for trying to help.   I have also contacted support for the Diamond VC500 to see if they come up with anything.

    We'll need to know more about those MPEGs to know for sure.

    Open one of your captured MPEGs in the free download MediaInfo. In MediaInfo, set View to Text and the copy and paste the report it generates to this forum.
