Photoshop Elements/Premiere 2018 is stuck

In premiere, adding and editing the movie menu, the program gets stuck. The only to get the computer to do anything is to manually shut down the computer. I've tried different files but it keeps acting up. Please help.

    There may be answers based on details of your computer and the files you are editing.  Can you provide more detail?

    For the last 4 days I have had problem exporting movies from Prem Elements. My PC has been taken over by tech for the past 4 days and they have fixed the problem for me but when I return the next day it all happens again. The program crashes when I try to export. Eventually the project "Exports" but when i open the folder where it should be it's not there. Please help

    I would be happy to help.  Others here would be too.  But, nobody can guess without more detail about your computer, the files you are working with and your work flow.  Who's "tech" worked on your computer?
