Folder Permissions for documents/adobe folder are below - i have screenshots if needed; but Full Control is already applied for SYSTEM and the USER i'm logged in as.

System Details (Windows 10 x64 1909 Build [Version 10.0.18363.628] 

Core i5-8400 (6 Core)

16GB DDR4

1TB Crucial MX500 SSD

Any recommendations for remediating this issue please advise.  Unable to get project created due to repeated crashing ☹

If it were me, I would try an uninstall/reinstall.   A google search for "DVDCreator.dll" suggests it may be a part of a video editor from Magix.  I don't know why it would matter, but do you have or have you had another video editor installed?

Nothing from Magix; machine has Adobe Elements 2018 and Some Pinnacle/Corel Studio 14 and 23 Ultimate installed; Adobe support responded stating 2018 not supported on Win10 and suggests Elements 2020 😞   not good support; upgrade is the guidance thus far

Did you try the uninstall followed by a reinstall?
