Premiere Elements 12 will not open - registration problem

I am caught in an endless loop with the program asking me to register.  I enter my Adobe ID and nothing happens.  Photoshop Elements 12 opens just fine.

Is this a newly installed program  or one you installed 8 years ago that suddenly started acting up?

It was installed many years ago.  I most frequently you the Photoshop, I rarely use the Premiere.
