Ann is certainly right. Version 13 required Quicktime for support. Unfortunately, it is hard to find Quicktime since it is no longer made for Windows. Here is an old download site.

Where is your video from? If it is from a newer iPhone or iPad, it could be an HEVC video, which version 13 can not edit.

Hi Steve ! I've not iphone or iPad and i wanted just launch Premiere Elements 13...

Even with Q-Lite it doesn't work !

Are you saying that the program won't even start up? 

If so, try downloading the free trial of the latest version of the software. This may install some necessary components. Then install version 13 and see if that fixes it.
