Premiere Elements 15 will not launch after re-install

I have an Win 10, Home Edition, 64 bit, Asus PC that has been running Adobe Elements 15 and Premiere Elements 15 for several years.

 

Windows10 had been running poorly, so I did a fresh install of all system and app software.

 

Elements installed and works fine. Premiere Elements will properly install but will not launch. I have tried rebooting as well as uninstall and re-install. Same results. Software loads and looks fine, but will not start. There are no error messages, and no prompts, just no Premiere Elements 15.

 

I tried reloading the software for my NVIDIA card. I have rebooted 3 times, I have re-installed Premiere Elements 3 times.

 

I click on the Adobe Premiere Elements 15 shortcut. The “adobe premiere elements” screen displays. I can click on Photo Editor or Organizer and both will launch. I click on Video Editor and a blue wavy bar displays at the bottom of the button. The wave moves back and forth, but the video editor never starts.

 

I tried searching in this discussion forum for a fix, with no success.

I would appreciate any info to get Premiere Elements up and running again

Two ideas that MAY work to install and/or run old programs in Windows 10 or Windows 11
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions
-also https://helpx.adobe.com/x-productkb/global/create-local-administrator-account-windows.html

JS, No joy.

 

I rt-clicked the icon and tried the compatibilty troubleshooter. I ran through multiple options. Did not fix.

 

Next I tried rt click "run as administrator" Because Adobe oddly lumps 3 programs under each desktop icon, windows picks "Elements Organizer 14". I don't seem to be able to directly access premiere elements 15 for this attempt.

 

My user account has admin privleges. I went to the .exe file and tried the compatibility troubleshooter from there (in case my original attempt on the icon was also selecting the organizer). It tries Windows 8 mode. It does not work.

 

I also tried run as administrator from the exe. Does not fix.

 

This is so frustrating, because it worked fine in Win10 before the refresh. Elements and Organizer work, but video editor will not launch.

From Adobe FAQ:

Are Elements applications supported on Windows 10?

Yes. Photoshop Elements 14, Premiere Elements 14, and later versions are compatible with Windows 10.

Is Adobe aware of any issues, bugs, or odd user experiences when using Elements with Windows 10?

No major issues were discovered during testing.

 

I'm running PE15.

I'm locked out of Adobe Premiere Elements as well. It was working fine a few weeks ago, but my computer must have updated. It won't even load the splash screen now. I've tried all the basic fixes and nothing works. When I go to Task manager it says Premiere is using circa 25% of the CPU, but no launch, nothing. I'm on an old Windows 10 computer. I really hate this and just want stuff that works.
