I just purchased this crap and it won't start. It worked the first time but now that I tried editing another video, it simply won't start. The only help available is the circular crappy virtual chat. Is there a way to get my money back or this is a black hole where you don't get technical support nor your money back?

I've been using version of Premiere Elements on several different computers for 15 years and find it to be exceptionally good. That said, the Adobe policy is that, if you bought it direct from Adobe, you can get your money back for 30 days. The way to do that is to go the support website, start a "chat", type in "Agent" and make your request. Use this link: https://helpx.adobe.com/contact.html?rghtup=autoOpen
If that does not work, Adobe does maintain phone support. I've never used it but others have reported you can google search for an Adobe support phone number. Again, I've not tested it, but it might be 800-833-6687.
If you bought from a retailer, it will be between you and the retailer.
Better would be figure out why the program won't run. As a mass market product we can assume that it runs well on thousands of computers worldwide.
