premiere elements and a GPU card

If so, what features should it have?

There's a Premiere Elements forum for questions like yours over here, obbrock1.  I'm not shooing you away, just that there are a lot more video enthusiasts to speak with there thay may have greater depth of knowledge and experience to offer.

Premiere Elements won't take advantage of GPU, Premiere Pro will.

You will need at least 4GB VRAM for Premiere Pro CC:

Yes, but with a better card like a GTX1660Ti.
