It's not better or worse. It is different.

The easiest, simplest editor is iMovie for the Mac and Video Editor for Windows. Video Editor is built into the operating system and comes loaded on any Windows 10 computer.

How do you 'clip' or adjust a video?  What are the steps?

2.  Review what you've done

I'm not familiar so I searched.  I found " Twitch is a video live streaming service primarily focused on video game streaming."   My feeling is that Premiere Elements is primarily focused on video coming from cameras, and even phones, that will end up in places like YouTube, Vimeo or local memory devices for local playing.   If you goal is to edit video from game capture systems, there are probably better NLE choices.

a video is a video, doesnt matter where its from

its easy to clip in some apps, and harder in others
