I have a Gigabyte RTX 2060 which I believe is the most popular RTX 2060 card (certainly if Amazon sales are anything to go by)
I checked compatibility here before purchase:

After installation Premiere Elements reports the card as unsupported picking it up as: (NVIDIA)NVIDIA GeForce RTX 2060
I have contacted support who have advised that I need to downgrade my graphics driver all the way back to Dec 2020 (incidentally the oldest one available on the Nvidia site) and use that.
With the old driver the card is picked up as NVIDIA GeForce RTX 2060 and IS supported. Just to confirm I am upgraded to the latests version of elements (currently 2021.3 - Version 19.0 (20210809.daily.2242976))
Whilst this is a workaround of sorts I have now had warnings from multiple games that my driver has known issues and should be upgraded so I am again without hardware compatibility in Elements.
It seems to me that Adobe DO NOT support the RTX 2060 (and I suspect all other graphics cards) - I propose that they are supporting individual graphics drivers - this is NOT mentioned in their system requirements AT ALL and is unacceptable. It also likely means cards will go out of support at some point even if they do work now because they will not update Elements for every future driver version.

Only older drivers before a certain date will support the card, but that is not what you want. You want your drivers to be up to date. So make sure they are.
In order to get Elements to support your card with new drivers:
Go into the root of Elements
C:\ProgramData\Adobe\Premiere Elements\19.0\Online\Hw Acc Render\All_Lang\HW\Files\allowlisted_cards.txt
add the card to the text file exactly as shown below
