premiere elements not rendering time line or closing

I can't drag and drop files in I try to play the clip after adding it and it shows a black screen. I even have the issue of it not closing when I exit the program.
Yesterday no issue no new hardware or software installed untill I did the usuall update everything and reinstall still the same.
below is the list of things already tried.
Driver updates
uninstall all adobe and reinstall.
checked settings
rebooted multiple times

What is the source of the video clips? What computer and graphics system are you using?

Then something changed. It is not likely that Premiere Elements broke. It is more likely that something in your computer changed or was updated. Could it be graphics card related? Did a Windows update make a change somewhere? I would also be looking at changes in the game footage. Premiere Elements does really well with camera footage. Capture programs and systems, not so much. Could your capture settings have changed? Would you post a captured clip for me to try on my computer?

under the slurring you state nor did you bother to read I dealt with
drivers already. The issue is something that should not be an issue since
no other software I own is having an issue.
I started a program I spent money on just like any other and then had to
waste hours of my time trying to fix it before coming here to get useless
information about things I've already tried.
The drag and drop doesn't depend on drivers or settings. The fact I can't
close the software as intended isn't setting or drivers. The playing a I'm
trying to edit might be but since nothing has changed until after its the
issue. I updated and changed things only and ONLY after there was an issue
is the problem. I have lost time and money for no reason. I lock down
updates and don't bother to update unless an issue shows up for that very
reason.
I've used Adobe since the late 90's. There shouldn't be issues that cause
paid software to break in a way that isn't easily solved. I'm spent enough
time I looked for support to get useless information and a request for
irrelevant data
