Update Conflict while updateing (5%). Help suggests to shut down CEF Helper process, but process can't be killed, starts again immediately.

When the update won't work from within the program some people have had to DE-activate to release the serial number, then UN-install
Then Download the 'trial' (which is up to date) and enter serial number to activate

Are you using the current 2021 version?
The CEF Helper is part of the Adobe Creative Cloud. Premiere Elements is not. Sometimes the Adobe servers get busy. Try waiting a day or two. If that doesn't work, try John's suggestion. "DE-activate" is done in the Help menu by signing out of your account.
