Premiere Elements Windows 11 problem

Hello, I recently bought 2 HP Z Book Windows 11 computers, and installed Premiere Elements 2023.  One computer runs Premiere Elements with no problems.  The other computer allows Premiere Elements to work for a while, then gives the following error message:

  C:\Program Files\Adobe Premiere Elements 2023\dvascripting.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.
Error status 0xc0e9000a.

 ................

  This has happened twice.  The first time, I uninstalled PE 2023, and reinstalled it.  The problem has occurred again.  Would appreciate any help solving this.  I have used PE 2018 with Windows 10 computers, and did not have this problem.  Thanks for any help you can provide.
