Time-lapse

Hi.  Am looking for the ability to take several hundred images and turn them into a mp4 video clip.  Question.  Does Premier Elements 2018 have the ability to create time-lapse video?  If not, can any photoshop product do time-lapse?  Can I buy a stand alone copy, or do I need to get a monthly subscription?

    Elements has the ability to import a bunch of stills as an image sequence which in fact is a movie and not separate stills.

    This means the stills need to be consecutive numbered (e.g. 001.jpg, 002.jpg etc)

    Select the first image, check Numbered Still at the bottom and Open.

    You can certainly set Premiere Elements up to show each for a given length of time -- 1/30 of a second for instance. You just go to the Preferences and set Still Duration BEFORE you import the photos into your project.

    Premiere Elements is not a subscription purchase. It's a one-time-and-forever purchase.

    In addition to Steve's point about setting the duration, the other "trick" is to be sure you have a file naming scheme that will retain the order as shot.
