turn off ripple when moving clips in timeline

I'm using Premiere Elements 11.

I used to have the capability to toggle this on and off, but maybe I lost it when I last changed versions or maybe it was in iMovie or Vegas

When I select and drag a clip in the timeline to another point in the timeline, it moves just that clip and then overlays it on whatever I drop it on, replacing the content.

What I want to be able to do is, select a clip and drag it to the right on the timeline and have everything after it to pushed WITH it.  This creates a gap in the timeline ahead of the selected clip.  It makes re-arranging clip order or adding additional clips mid timeline SOOO much easier.  How do I enact this setting as default?  I don't like selecting all of the clips to the right of the clip in question each time.
