Upgraded Premiere Elements from 2024 to 2025 and 2025 version does not start but 2024 version starts

I downloaded latest verison of Photoshop and Premiere Elements 2025.  Installed both and the 2025 version of Photoshop Elements works fine.  The 2025 version of Premiere Elements does not start but I can start the 2024 version.  I tried looking up possible solutions and found one to rename SLStore to SLStoreold in C:/ProgramData/Adobe and it still did not start.  I rename SLStoreold back to SLStore.

Go to the nVidia, AMD or Intel site and download the latest drivers for your graphics card. Don't trust Windows Update to do it. This often resolves this issue.

Try right-clicking on the program icon and selecting Run as Administrator.

I am having almost the same problem in that I am able to download and install Premier Elements 2025 on my new Microsoft Surface Pro 11 with Windows 11 and 16GB of RAM, but it will not run.  When I click on any of the 3 options the blue wheel spins for about 60 seconds, but it will not start the program.  I have uninstalled and reinstalled twice, and triend to run it as Administrator, and nothing works.  This string is the ONLY reference I've found in the Adobe Forums so I am amazed
