Is the new premier elements 2024 able to read the video codex for samsung galaxy 23 ultra? I have premier elements 2019 and when I try to add video media which is from my 23 ultra a get a message that it can't read the file. I am wondering if it is now readable in the new 2024 version.
So I turned off High efficiency videos and now Premier elements works with the video. Thanks. So what does High efficiency videos do? Is it important? And does the new Premier Elements 2024 let you use the setting High efficiency Videos?

I have Samsung Galaxy S23, not the Ultra. I have no trouble with the video files it records. However, I have it set to NOT use "High efficiency videos", "High bitrate videos" and "HDR10+ videos". If you turn on "High efficiency videos" it will use the H.265 codec. Premiere Elements does not provide that codec but will use it in later versions if your computer has it installed or you get it installed from the Microsoft store.
Since you are using version 2019, you should have no trouble with Samsung files if they are using the common H.264 codec. If you already have important H.265 footage from your phone, you can convert it using the (free) Handbrake program.

"HEVC"/"H.265/"High Efficiency Video Coding" was intended to be the 'next step' in video. The short story is that do to extra processing, it can make smaller files of the same quality as the H.264" standard. In other words, sending video files would be quicker and less storage space is needed. Adoption was slow because the licensing agreements became confusing and costly. The planned replacement of H.264 was slowed while transmission speeds increased and storage media grew cheaper. H.265 decoding takes more computer resources so lesser editing workstations can struggle.
I have yet to get the 2024 Premier Elements so I can't confirm it, but my reading suggests that H.265 is not included. Instead, you can buy the codec from the Microsoft Store for 99 cents and Premiere Elements will use it. It has been that way for a couple versions. I bought it and it works with Premiere Elements 2022 and 2023 on my Lenevo Laptop computer but I don't use it. I prefer the improved processing speed of the older H.264.
