Video file not recognised as video but as audio

When I imported the video clip (MP4) into Premiere Elements 2018, it's not recognised as a video file but as audio file. When I used VLC to open the file outside of Premiere Elements it plays as a video file without any problem. I am using Windows 10. What is happening and how can I import it as a video file? I am able to import other video files without any problems, it is just the particular one.

Please use the free MediaInfo and post a screenshot the properties of your media in tree view:

I have taken a screenshot but how do I attach it, there is nothing here that allows me to attach it.

What is the source (camera) of the video? 

Premiere Elements is not a universal, edit everything system.  It does very well with almost everything from current consumer cameras.  But, the "avc1" suggests you might be trying to edit video from something other than a camera. 

If that is so, using Handbrake ( a free program) to convert to a more universal codec can help.
