Video Story won't launch

I just installed Adobe Premiere Elements 2020 on the latest version of Win10.  While the Organizer app will launch the video story, instant video, plus other options under Create won't launch.  Any assistance on this would much be appreciated.

Which processor do you have with how much RAM and how much free space on your hard drive? 

What is your monitor's resolution?

16GB total memory/ 10GB available when trying to launch video editor

Resolution 2560x1440

That's really weird. I don't know why that would happen.
