Cannot activate MPEG2 component in Premiere Elements 4

I have a legal copy of Adobe Premiere Elements 4.  The software will not allow me to save a video to MPEG format.  It is asking me to visit http://www.adobe.com/go/encoderactivation to get an unlock key.  This URL gives a 404 Error code.  So, there is no way to enter my serial number to get the unlock code.  How can I get the unlock code?  Why is this required?  I asked Adobe Customer Care and was directed to this forum.

    Premiere Elements 4 was released nearly 12 years ago. The activation component is no longer available on the Adobe web site.

    You can try installing the free trial of the current version of Premiere Elements. This sometimes will load and activate the component version 4 needs to work with MPEGs.
