Creating project but need to move text around

I am using photoshop premier elements video and have a text box open...trying to move around the text but it won't allow it . I dry your click and drag but that doesn't work and there is no 'move' ion or 'hand' .   All the text boxes are too close together.  Need to give space between them by moving them up or down accordingly

Just for the record. Are you using Photoshop Elements or Premiere Elements?

Assuming you are working in Premiere Elements, there are three modes.  The one on the right allows moving of text boxes with the mouse.
