"We are unable to write the Registry value." I've seen other Adobe support requests for 160 errors, but the fixes depend on knowing the registry key in question. The Premiere Elements error has no additional information obviously available (e.g. noting on the screen, nothing in %AppData%).
System is a Windows 7 Ultimate 64-bit system with 8 GB of memory and an i7 processor; there's over 700 GB of available space on the C: drive.
Downloading the trial version directly from Adobe similarly failed; so did running the install as Administrator.

Thanks for the suggestion. Unfortunately, that's one of the 'other Adobe support requests' I was referring to earlier. That article depends on seeing the registry key in the error; the Premiere Elements error is just a white box with the "We are unable to write the Registry value" message - no other details are provided.

And (just for laughs) I checked the permissions on the SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\ key; there's no Premiere path, and I have the correct permissions at the root level.

After several online chats, nearly six hours (over three days) of Adobe personnel remoted into my computer, and multiple phone calls, Adobe's ultimate suggestion was to upgrade my Windows 7 Ultimate system to Windows 10.
If I'd have known that Windows 7 wasn't properly supported, I wouldn't have bought the software in the first place.
If anyone else has any suggestions, I'd surely appreciate hearing them.

I was faced with the same installation error 160 while trying to install Photoshop Premiere Elements 2020. The resolution was to change the permissions on this CLSID registry item identified in the installation error log:
Error Setting Registry - Start 64-bit:1 root:2 key:SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\AutoplayHandlers\CancelAutoplay\CLSID name:Default type:REG_SZ data:. Check for Registry permissions. (Error: Error 5 Access is denied.)
