welches auch die neuen Gopro unterstützt (go pro max)

und einmalige gebühr hat, keine Monatliche gebühr.

Premier Pro is only available on an annual contract with monthly payments.  Premiere Elements is sold on a one time fee.   To be sure your GoPro files work as you want, you should install the free trial before you spend money.  Once you know it works, buy a serial number.

This is a user to user forum.  The GoPro MAX and Premiere Elements 2020 are both so new, it will be hard to find someone here that has both.   The two most common codecs now are H.264 and H.265.   The GoPro MAX probably uses both.  Premiere Elements newest version (2020), released a month ago, included H.265.   The conclusion is that Premiere Elements should be able to edit GoPro MAX footage.   

GoPro MAX advertising includes some unique recording like "360 footage" that may be difficult to edit.   

Take advantage of Adobe's free trial program.   Gather footage from a GoPro MAX and try it with Premiere Elements 2020.  Don't spend your money until you have!
