I am unable to import an mp4 into Elements. I copied and pasted it from my phone into Windows Explorer. It plays perfectly on my computer. When I try to import it (Add media/ Files and Folders) I receive an error ("The importer reported a generic error").
Version = Premiere Elements 14 (Version 14.1 (20151208.daily.895401). I updated it today to make sure everything was current.
Phone = Pixel 2XL
Operating system = Windows 7 ver. 6.1.7601 service pack 1 build 7601
Any help would be appreciated.

Please use the free MediaInfo and post a screenshot the properties of your media in tree view:

As Bob says, open your MP4 in the free download MediaInfo. In MediaInfo, set View to Text and then copy the report it generates and paste it to this forum.
Once we know what your MP4 is composed of we'll be better able to make a recommendation.

Your video uses variable frame rate compression. You'll need to convert it to constant frame rate using Handbrake.

If it is more convenient, the current version 2019 is supposed to be better at variable frame rate footage from phones. But, don't spend money until you test the free trial with your phone footage. Installing a new version will not interfere with a current version.
