Premiere Elements 4.0

Hello, I've held onto a copy I purchased of Premiere Elements 4.0, but upon opening the URL that the launcher is supposed to go to is no longer supported by Adobe. Is there a way to circumnavigate this in launching, I've tried opening the editor directly, running as administrator, etc., but could not get around this incompatibility. If it is not possible to open the program, how would I get a free updated version of Elements, considering Adobe just doesn't support this anymore, and that has nothing to do with the fact that I bought the program expecting it to work. Thank you for your help, community forum and all its constituents!

Is this the first time you've installed this version of the program?
Premiere Elements version 4.0 was released in 2007 and has not been supported by Adobe for some time. The components that would automatically activate will no longer activate.
You may be able to activate those components by installing the free trial of version 15.
But, even if that works, you'll be using a very old, very limited version of the program. A version designed pretty much to edit miniDV and HDV tape-based video and which can not edit any of the current video formats. If you are using a current operating system (like Windows 10) the program may not even run.
It would definitely be worth considering an upgrade to a more current version of the program. I'd recommend getting at least version 11 or 12 -- both of which can be had on Amazon and eBay for very little cost.
