Windows 10 2021 upgrade premier elements 12 not loading

After Windows 10 v 20H2 upgrade premiere elements 12 will not load. I have reinstalled the software upgraded the graphics drivers and the welcome screen just sits there and will not open existing or create new.

Glad you have it working again!

Updating old software to match current operating systems is usually a good idea! It can be hard to reccomend that here because many users feel their old software should run forever!

There is a warning.... Opening projects from old versions may cause problems. If your old projects included effects or features that have been replaced with new code, they may not work. It can even damage the project. To be safe, make copies of old projects before opening them.

Two ideas that MAY work to install and/or run old programs in Windows 10
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions

Tried many things, but digging deeper and running it directly "Premiere Elements" rather than "Premiere Elements 12" it shuts down on importerquicktime.prm.
